About the Kateryna Osadcha Foundation

The Kateryna Osadcha Foundation is a charitable organization focused on addressing complex social issues that often fall outside the scope of state support. 

The Foundation’s team consists of media professionals, volunteers, and experts united by shared values: freedom, dignity, openness to new ideas, and agility. Following the full-scale invasion in 2022, the organization focused its efforts on supporting children who have lost their parents, searching for missing civilians, and providing career guidance for youth. 

The Foundation operates through charitable contributions and donor funding, in close partnership with UNICEF Ukraine.

Program Information

The program is implemented by the Kateryna Osadcha Foundation in partnership with UNICEF Ukraine, expanding the parties' previous collaboration across two strategic areas: social and behavior change (SBC) communication in child protection and alternative care, and the development of career management skills for youth.

The "Better Care" component extends the Foundation's proven operational model to humanitarian regions and areas affected by hostilities (Cherkasy, Chernihiv, Kirovohrad, Sumy, Ternopil, and Zaporizhzhia regions), where children face an increased risk of family separation and institutionalization. Implementation includes family picnics and photo exhibitions in communities, new episodes of the documentary series "A Family for Every Child," support clubs for caregivers and teenagers, and a state mentorship program featuring national public figures.

The "Career Management Skills" component addresses a national priority identified by the Ministry of Economy of Ukraine and the State Employment Service: bridging the gap between education and youth employment. Building on the pilot program "My Path — Career Trajectories," this component involves refining an evidence-based methodology, developing it into a replicable toolkit, training municipal practitioners using a training-of-trainers approach in 5 communities, and building the capacity of the State Employment Service to apply SBC approaches in communication with youth.

Subject of Procurement under the Program

Organization and management of all tender procurements for the Program (personnel, goods, services) in accordance with UNICEF rules and internal FKO procedures, ensuring an impartial, transparent, and competitive procurement process for both Program components.

Responsibilities: Procurement Specialist

• Organizing and conducting all program tender procurements (at least 20 procedures for staff positions over 12 months);
• Developing a full package of tender documentation (terms of reference, website copy, contract, evaluation protocol) using the approved FCO template;
• Organizing tender committee meetings and maintaining procurement records;
• Coordination with the Senior Accountant and component leads.
• Ensuring the execution of procurement packages for the "My Way – Career Trajectories" project (methodology analyzed, refined and prepared into a ready-to-use toolkit for national scale-up) and the "Capacity of State Employment Service representatives built to apply SBC approaches in career outreach and engagement with youth and caregivers" project.
• Key requirement: minimum of 3 years of experience in procurement, with mandatory experience working under UNICEF procurement rules or those of similar donor organizations.

Period: 12 months

Workload: Full-time (100%)

Form of cooperation: Contract with a Group 3 Independent Contractor (FOP)

Format: primarily in-person at the FCO office (Kyiv), with the possibility of partial remote work according to an agreed schedule
