About the Kateryna Osadcha Foundation

The Kateryna Osadcha Foundation is a charitable organization focused on addressing complex social issues that often fall outside the scope of state support. 

Our team consists of media professionals, volunteers, and experts united by shared values: freedom, dignity, openness to new ideas, and agility. Since the full-scale invasion in 2022, the organization has focused its efforts on supporting children who have lost their parents, searching for missing civilians, and providing career guidance for youth. 

The Foundation operates through charitable contributions and donor funding, in close partnership with UNICEF Ukraine.

Program Information

The program is implemented by the Kateryna Osadcha Foundation in partnership with UNICEF Ukraine, expanding our previous collaboration across two strategic areas: Social and Behavior Change (SBC) communication in child protection and alternative care, and the development of career management skills for youth.

The "Career Management Skills" component addresses a national priority identified by the Ministry of Economy of Ukraine and the State Employment Service: bridging the gap between education and youth employment. Building on the pilot program "My Path — Career Trajectories," this component involves refining evidence-based methodology, developing it into a scalable toolkit, training municipal practitioners using a training-of-trainers approach in 5 communities, and building the capacity of the State Employment Service to apply SBC approaches in communication with youth.

Scope of Procurement under the Program

Data collection, systematization, and analysis for monitoring the implementation of both program components in accordance with the Results Framework and the Monitoring Plan (Monitoring_Plan_UKR_PCA2025860_PD2026958). Supporting Accountability to Affected Populations (AAP) mechanisms and preparing reports for UNICEF.

Responsibilities: Monitoring and Evaluation Specialist

• Development and adaptation of monitoring tools (Google Forms, Excel spreadsheets, checklists) based on current indicators for both components;
• Collection and systematization of data for both Program components' indicators, maintaining the Monitoring Plan in accordance with the results framework;
• Participation in monitoring field visits (up to 8–10 over 12 months): primary data collection, photo documentation, and preparation of event reports;
• Support for AAP mechanisms (feedback, complaints, SEA reporting channels), including the adaptation of channels in HAC regions;
• Social media analytics and reach metrics for SBC indicators in coordination with the communications team;
• Monthly (with visualization), event-based, and final reporting for UNICEF, including gender-disaggregated data for gender equality monitoring.

Service term

Period: 12 months

Workload: Full-time, up to 8–10 monitoring field visits per year

Form of cooperation: independent contractor agreement (FOP Group 3)

Travel expenses (transport, accommodation) are reimbursed separately by the Program
